Functions of the Centre (Clauses a–l)

Functions of the Centre (Clauses a–l) are enlisted as follows under Sub-regulation (10) of Regulation 5:

(10) The Equal Opportunity Centre shall have the following functions:

(a) To ensure equity and equal opportunity to the community at large in the HEI and to bring social inclusion. 

(b) To promote equity among the students, teaching, and non-teaching staff and, at the same time, eliminate the perception of discrimination. 

(c) To create a socially congenial atmosphere for academic interaction and for the growth of healthy interpersonal relationships among students coming from various social backgrounds. 

(d) To make efforts to sensitize stakeholders regarding social inclusion. 

(e) To help individuals or a group of students belonging to the disadvantaged section of society.

(f) To protect an aggrieved person, who has reported any incident of discrimination, against retaliation.

(g) To disseminate the information related to schemes and programmes for the welfare of the socially disadvantaged section, as well as notifications/memoranda, office orders of the Government and the UGC, or other related agencies/organizations issued from time to time. 

(h) To prepare and disseminate an illustrative list of acts that shall be construed as discrimination.

(i) To prepare inclusive procedures for the admission of students belonging to the disadvantaged groups of society. 

(j) To establish coordination with the Government and other agencies/organizations to mobilize academic and financial resources to provide assistance to students belonging to disadvantaged groups. 

(k) To maintain an online portal for reporting any incident of discrimination. 

(l) To perform such other functions as may be deemed necessary for the promotion of equity in the HEI.

(a) Ensure equal opportunity and social inclusion for everyone in the institution. – HEI or committee are not bound to take any awareness programme to debunk stories of discrimination from past 5000 years.

(b) Work to remove not just actual discrimination, but also the “perception” that it exists. – As there is no mandatory representation of general category, there are negligent chances to remove the discrimination and its perception in the manner required to protect the social fabric of this nation.

(c) Foster a friendly atmosphere for students of different backgrounds to interact. – The policies based on the caste and religion never foster the friendly atmosphere of interaction. Student unions based on these sections of the society are more aggressive in creating social enmity against merit based general category. Even they try to commit blasphemy to insult the faith of general category students.

(d) Conduct sensitization programs for everyone on campus regarding social inclusion. – Although the inclusion of everyone is written in the provision, but biased members of committee will not take any effort for such inclusion of all classes including general category.

(e) Provide direct help to students from disadvantaged sections. – There is no direct help for meritorious students in any provision. This is the main reason why talent is leaving India and working for foreign players. This may lead to slavery of out talented youth in absence of many rights in foreign land.

(f) Protect whistleblowers or victims who report discrimination from any form of revenge or retaliation. – Protection is necessary for a victim. But there is no punishment for false report of discrimination and this will lead to more aggrieved society. Policy makers shall keep in mind general category students are having high power and such suppression may cause spring effect which will completely destroy this society. We need smart policy makers to utilize our young energy and talent.

(g) Share information about government welfare schemes and official UGC notifications. – No welfare scheme for general category students, hence no innovation is done by them for India.

(h) Create and distribute a list of examples showing exactly what acts will be considered “discrimination.” – As this list is to be prepared by HEI, they will protect one class and deprave others. No uniform list of acts of discrimination will create a room for everyone to enlist any trifle thing as discrimination.

(i) Design inclusive procedures for admitting students from disadvantaged groups. – Here also there will be secondary treatment for students of EWS general category.

(j) Coordinate with the government to secure money and resources for student assistance. – No aid for students of general category, they are treated as money machine to impose heavy fees on any account.

(k) Set up and run an online portal where people can report discrimination incidents. – This portal is not to be created by HEI. Means there will not be any transparency to keep records. Admin of portal can take bribe or demand other benefits and delete all the records, thereby actually doing injustice to both sides. Such portal shall be created, governed and maintained by the government.

(l) Perform any other tasks necessary to promote equity on campus. – Do only one task to promote equity in schools, colleges, universities, work places and in society – restructure the social welfare jurisprudence by assessing all the classes on the economic basis. After assessment, give the benefit of social welfare policies to them who have not taken any benefit in past decades since independence and delist the families who have became economically strong from these policies by creating reasoned database. How much long this nation will drag the caste-based enmity imposed by British rulers?
