Bare Act Provision
5. Act not to apply to Ram Janma Bhumi-Babri Masjid.—Nothing contained in this Act shall apply to the place or place of worship commonly known as Ram Janma Bhumi-Babri Masjid situated in Ayodhya in the State of Uttar Pradesh and to any suit, appeal or other proceeding relating to the said place or place of worship.

Many Hindus claimed with proof that the site, originally a temple, was unjustly converted into a mosque and many litigations were pending for the same. Also in 1986, protests for cultural revival of the temple were held across the nation by various Hindu organisations. Hence this provision was inserted in the enactment to avoid the unrest on the issue of disputed structure of mosque. Demand to construct Ram Janm Bhumi Temple on the site had taken form of large protest across the country and backed with many violent incidences against Car Sevaks.
On 27th July 2021, it was debated in Lok Sabha to put Shri Krishna Janam Bhoomi outside the ambit of the Act. But opposition led by Mr. Rahul Gandhi created chaos in the Lok Sabha and discussion was not complete.
