He then pointed out three parts of the Resolution viz., The first part dealt with the declaration of an Independent Sovereign Republic of India. The second dealt with autonomous units, having residuary powers with a Union of them all i.e., including the Indian States. The third part dealt with social and economic freedom and justice to all and with adequate safeguards for the minorities, backward classes and tribal areas.<\/p>\n\n\n\n
According to Dr. Jayakar, the said resolution should be adjourned till 20.01.1947, i.e. till the next session to be commenced after Christmas, as Session of December 1946 was the preliminary session. Ujjal Singh pointed out that even the session of 20.01.1947 would be preliminary session, and even in that session, the said resolution should not be passed as per Dr. Jayakar\u2019s explanation, backed by Dr. Ambedkar\u2019s explanation. It was not the fault of the Assembly, that the League was absent. No one could predict when would League join, hence it would not fair for the House to wait indefinitely without knowing when other party would come and join in the labour.<\/p>\n\n\n\n
Dr. Ambedkar raised issue of grouping, to which Ujjal Singh answered that grouping was an optional matter and as a matter of fact, most of the members present in the House on that day were against grouping. State paper left this to the option of the Sections or the Provinces, hence mover could not decide such manner of grouping. On issue of using word \u201cRepublic\u201d Ujjal Singh said, \u201cIn an Indian Republic the people of the Indian States. If they so choose can retain a monarchical form of government in their own part. of the country.<\/em>\u201d<\/p>\n\n\n\n As the residuary powers were given to the units in the said resolution, without mentioning role of Centre, objection was also raised on that too. In reply to those objections, Ujjal Singh explained that the said proposal was in accordance with the Cabinet Mission\u2019s State Paper Scheme, accepted by the Constituent Assembly and Congress.<\/p>\n\n\n\n Third part of the Resolution, according to Ujjal Singh was providing for safeguard of minorities. He referred relevant part of Congress Resolution of December 1929 passed at Lahore Session of Indian National Congress, \u201cNo solution thereof (i.e., the communal problem) in any future constitution of India will be acceptable to the Congress which does not give full satisfaction to the Muslims, Sikhs, other minorities.<\/em>\u201d Due to this resolution, Sikhs participated in freedom struggle with Congress. British Cabinet Mission had failed to justify with Sikh community, in comparison to Muslims. Stafford Cripps remarked that British should not give similar rights to the Sikhs in Punjab and in the B Section, as they had given to the Muslims. As Congress was ready to give equal safeguards to the Sikhs, hence the Panthic Board lifted the ban on participation in the work of the Constituent Assembly and hence Sikh members were assembled in the said session. Then he said, \u201cThey are prepared to live happily with their Mussalman brothers in the Punjab and the North West, even treating them as elder brothers, but not as a superior ruling race or a separate nation. The Sikhs, therefore, cannot tolerate the partition of this great and ancient land. They will stoutly oppose the establishment of Pakistan and all that it implies or stands for.<\/em>\u201d British only appeased to Muslims for the best reasons known to them.<\/p>\n\n\n\n Seth Gvind Das of CP and Berar, gave his speech in Hindustani, in support of the Resolution and in oppose of Amendments. Seth and Dr. Jayakar were friends since the days of Swaraj Party. While pointing out the vicious game of British rulers he said, \u201cIf, however, the British Government wishes to fight with us making Muslims their Shikhandi; we will not do what Bhisham Pitamaha did.<\/em>\u201d If Muslim League allied with British to keep India in slavish subjugation, future generations would blame them. British rulers always tried to subjugate India and other countries under their control by not allowing them to solve their own problems.<\/p>\n\n\n\n As the time was 1:00pm again, the Assembly was adjourned till 11:00 am of Wednesday, Dt. 18.12.1946. Well every congress man was having clear idea that the League would not join hands, but Hindu including Schedule Caste leaders and other non-Muslim minority leaders were having hopes from Muslim league. They have made their intentions clear by Direct Action Day events. Although today\u2019s Hindutva leaders blame Congress for partition of India, but they will not tell you about this fact that many nationalists, Hindu leaders, non-Muslim minority leaders were having hopes from Muslim league. On the other hand league got concession in voting and grouping, which was used by them to make laws in their favour. If India wanted them to join hands, they would have used that concession at that time to make laws as per the historical laws of Muslim rules.<\/p>\n\n\n\n Now you will think that I am fan of Congress. No I am not fan of Congress, I am just telling you the hidden facts. Congress was having clear idea, but not uttering any remark on that idea. All leaders were superficially hoping that league would come back. I am clearly mentioning that the debates had started after Bihar riots in October and November of 1946, in which Muslims were protected by Nehru\u2019s interference and Hindus were arrested at large. Also many other such incidences took place after Noakhali\u2019s incidence, in which Muslims were saved by Congress \u2013 a party of freedom fighters with Hindu names, but having no soft corner for Hindus. There were only few Staunch Hindu leaders sitting in the Constituent Assembly, but they were also silent on the riots of 1946 which took place in Bengal. Why was this silence? No present politician is telling you the game of Churchill and British Raj and Jinnah, and asking you to learn lesson from this history.
