Kripalani, Dr. Rajendra Prasad, Smt. Sarojini Naidu, Shri Hare-Krushna Mahatab, Pandit Govind Ballabh Pant, Dr. B.R. Ambedkar, Shri Sarat Chandra Bose, Shri C. Rajagopalachari and Shri M. Asaf Ali.<\/p>\n\n\n\n<p>Total members present on first day: 207<\/p>\n\n\n\n<p>Number of women members present on first day: 9<\/p>\n\n\n\n<p>Inaugural session: Started at 11 a.m. on 9.12.1946<\/p>\n\n\n\n<p>Temporary Chairman: Dr. Sachchidananda Sinha.<\/p>\n\n\n\n<p>Time taken by Constituent Assembly for drafting of Constitution: two years, eleven months and seventeen days.<\/p>\n\n\n\n<p>Total sessions of Constituent Assembly: 11 sessions comprising of 165 days. 114 days were spent on the consideration of the Draft Constitution.<\/p>\n\n\n\n<p>Independence: Late in the evening of 14 August, 1947 the Assembly met in the Constitution Hall and at the stroke of midnight, took over as the Legislative Assembly of an Independent India.<\/p>\n\n\n\n<p>Drafting Committee: Constituent Assembly set up a Drafting Committee on 29.8.1947. Dr. B. R. Ambedkar was appointed as chairman of said committee. It was established to prepare Draft Constitution for India. It tabled 7,635 amendments and Constituent Assembly discussed and disposed only 2,473 amendments out of them. Thus about 32% of amendments were discussed and disposed by the Constituent Assembly.<\/p>\n\n\n\n<p>Well in this series on based Constituent Assembly Debates, you will be able to read about the 2,473 amendments which were discussed and disposed by the Constituent Assembly, but to know more about remaining 5,162 tabled amendments, all you have to comment below about your will to know about these amendments.<\/p>\n\n\n\n<p>24.1.1950: About 284 members of Constituent Assembly actually signed the Constitution.<\/p>\n\n\n\n<p>26.1.1950: Constitution was adopted and it came into force, declaring Dominion of India as \u201cRepublic of India\u201d. On this day, Constituent Assembly ceased to exist, transforming itself into the Provincial Parliament of India until a new Parliament was Constituted in 1952.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">How members of Constituent Assembly were chosen?<\/h3>\n\n\n\n<p>As to its composition, members were chosen by indirect election by the members of the Provincial Legislative Assemblies, according to the scheme recommended by the Cabinet Mission. The arrangement was: (i) 292 members were elected through the Provincial Legislative Assemblies; (ii) 93 members represented the Indian Princely States; and (iii) 4 members represented the Chief Commissioners&#8217; Provinces. The total membership of the Assembly thus was to be 389. However, as a result of the partition under the Mountbatten Plan of 3 June, 1947, a separate Constituent Assembly was set up for Pakistan and representatives of some Provinces ceased to be members of the Assembly. As a result, the membership of the Assembly was reduced to 299.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Objective Resolution<\/h3>\n\n\n\n<p>Objectives Resolution: Jawaharlal Nehru moved it on 13.12.1946.<\/p>\n\n\n\n<p>Clause 1 of Objective Resolution: Constituent Assembly resolved to proclaim India as an Independent Sovereign Republic and to draw up Constitution for future governance of India.<\/p>\n\n\n\n<p>Clause 2 of Objective Resolution: Defined that the Independent Sovereign India shall be a Union of territories of British India, territories which formed Indian States at that time and other parts outside the British India willing to be constituted in Independent India.<\/p>\n\n\n\n<p>Clause 3 of Objective Resolution: Territories will remain autonomous units with their own powers of government and administration, except certain powers that belong to the Union. This since inception Constitution of India was written on the lines that the States keep autonomy and control over most matters, but the union hold specific powers defined by the Constituion.<\/p>\n\n\n\n<p>Clause 4 of Objective Resolution: Power and authority of India and its part and organs of government are derived from the people. This is democratic stance of the polity of Bharat.<\/p>\n\n\n\n<p>Clause 5 of Objective Resolution: The Constitution shall guarantee and secure justice and equality and freedoms subject to law and public morality.<\/p>\n\n\n\n<p>Clause 6 of Objective Resolution: Safeguards for minorities, backward and tribal areas, depressed and other backward classes.<\/p>\n\n\n\n<p>Clause 7 of Objective Resolution: maintaining integrity of the territory and sovereign rights on land, sea and air according to justice and law of civilized nations.<\/p>\n\n\n\n<p>Objective Resolution was unanimously adopted by the Constituent Assembly on 22.1.1947.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Committees of the Constituent Assembly:<\/h3>\n\n\n\n<p>As we know Dr. B. R. Ambedkar was the chairman of the Drafting Committee, but he was not the sole person behind the framing of Constitution. Various committees were working simultaneously for smooth working of the Constituent Assembly. Hence Judiciary of India, while interpreting Constitution, do not give credit to any single person, specifically use term \u201cframers of Constitution\u201d. I don\u2019t know why this narrative is set that Dr. B. R. Ambedkar is father of Constitution? I respect his contribution in law framing, but calling him father also injustice to other 298 members of the Constituent Assembly, who gave their valuable time by becoming representatives of people of this nation. Why this injustice is done with other members of the Constituent Assembly in general public discussions by media and politicians?<\/p>\n\n\n\n<p>There were about seventeen committees formed by the Constituent Assembly for various purposes. Rajendra Prasad was the chairman of the Constituent Assembly and he was also chairman of committees such as Committee on the Rules of Procedure, Steering Committee, Finance and Staff Committee, Ad hoc Committee on the National Flag. Alladi Krishnaswami Ayyar headed the Credential Committee. House Committee was chaired by B. Pattabhi Sitaramayya. K M Munshi was chairman of Order of Business Committee. G V Mavalankar was chairman of Committee on the Functions of the Constituent Assembly. Sardar Vallbhabhai Patel was Chairman of Advisory Committee on Fundamental Rights, Minorities and Tribal and Excluded Areas. Minorities Sub-Committee was headed by H C Mukherjee. There was sub-committee dedicated to Fundamental Rights only and it was headed by Acharya J B Kriplani as Chairman. Gopinath Bardoloi lead the North-East Frontier Tribal Areas and Assam Excluded &amp; Partially Excluded Areas Sub-Committee while A V Thakkar lead Excluded and Partially Excluded Areas (Other than those in Assam) Sub-Committee. Jawaharlal Nehru headed States Committee, Union Powers Committee, Union Constitution Committee.
